FY 2016-2018 Child Care and Development Fund Plan for States and Territories - Second Public Comment

Dear Colleagues:

The Office of Child Care (OCC) is pleased to announce the Federal Register publication of the Second Notice of the Proposed Information Collection Activity and Comment Request regarding the fiscal year (FY) 2016–2018 Child Care and Development Fund (CCDF) Plan for States and Territories. Both the Federal Register Notice and Plan Preprint can be found on OCC’s Web site at http://www.acf.hhs.gov/programs/occ/ccdf-reauthorization in the “Other Resources” section of the page.

On behalf of OCC, I want to thank all our commenters for your thoughtful consideration of the Plan Preprint. We received comments from approximately 24 entities/organizations, including six State CCDF lead agencies. We are pleased to report that the comments were supportive of the Plan’s overall direction, including a greater emphasis on the quality of services for children and families, a recognition of the key role that the CCDF program plays in building early childhood and school-age care systems, and the focus on State goals and progress. Your feedback contributed greatly to the strength and clarity of the second revision of the Plan Preprint. We believe the revisions will enable us to ensure that the program is being administered in accordance with the Child Care and Development Block Grant (CCDBG) Act of 2014 and will provide important information on the activities planned and under way in States and Territories to meet the child care needs of children and families.

This second public comment period will provide an opportunity for you to submit comments to the Office of Management and Budget (OMB). A comment is best assured of having its full effect if OMB receives it within 30 days of publication. Written comments and recommendations for the proposed information collection should be sent directly to the following—Attn: Desk Officer for the Administration for Children and Families, Paperwork Reduction Project, Office of Management and Budget, fax: (202) 395–7285—or they can be sent via e-mail to oira_submission@omb.eop.gov.
